with the hard to reach for a council to help develop its travel
plan. This Included children in schools, older people, single parents
and people who are physically or sensory impaired. |

of a new tool for the development of managers. |

management department of a council. Groups were conducted with the
management team, administrative team, refuse collectors, street cleaners,
union representatives and enforcement officers to look for ways of
improving the service to the public. |
